I was having issues with skPerm, so I contacted the author. He helped me how he could, but it ended with it coming down to Minehut being the source of the problem. Basicly, the plugin can't detect PEX on Minehut, it just doesn't work. I don't think you get it dude. It doesn't add commands, it allows you to retrieve info on the server whitelist in Skript. For example, you can check if the whitelist is enabled with skript + skWhitelist.
