if they have the permission, they will be able to execute the command. They cannot change anything in it unless they have console access. -

Minehut automatically changes this setting upon restart. So the settings can only be changed via the settings tab. -

As @Practicesaid, there is something wrong in your bukkit.yml file. Find this in the file manager and send the configuration over.
