That might be because there is a spawn protection around the place where people spawn, and unless they’re opped they won’t be able to break blocks in it. If you wanted to modify said protection you could go to the dashboard => settings and edit the spawn protection radius, then click on save and restart the server

After you've created a world you can add the datapacks to its datapack folder (for example instead of opening the world folder you should open the folder that is named your world's name, so if you created a world called 'hey' you'd need to open the 'hey' folder. After that the process (which is explained in the video sent by Adam (this)) to add the datapack is the same.
