It could be that NoCheatPlus is bugged, I suggest using Phoenix AntiCheat as a replacement

You can get the plugin World Guard which allows you to create Regions. You can find more about this plugin at https://dev.bukkit.org/projects/worldguard

I dont believe there is an "Admin List" however you can check online admins with the command /list -
Also don't give people console access unless you absolutely trust them. I suggest making a Report on here with valid evidence of the situation. Locked
