My op command isn't working

I don't know if i'm using the wrong command, or if its just broken but it seems broken.

1. The command is /op (user)

2. Try restarting the server if that does not work.

3. Are you using essentials?

1. Okay that's what I've been using but ill enter it into the server command console and then nothing will happen. 

2. I restart my server after every time i try the command.

3. I don't know what essentials is

Essentials is a plugin.

I always op myself before installing essentials, Can't be the problem.
