I believe you can also do /setidletimeout 0 as I usually use it and it works.

Try checking console logs located at File Manager >> Logs >> latest.log and see if there are any problems.

You can either use a command blocker plugin or use Skript to do this. However, people without op cannot use Essentials commands such as /gmc or /tempban. If you wanna just give permissions to do certain commands to a player get the plugin PermissionsEx or LuckPerms.

Do /gamerule randomTickSpeed and see what number it says it's currently at. If the value is 0 then do /gamerule randomTickSpeed 3 and it should allow things to grow.
