You need to be op'ed on Your server. In order to do that do /op {nick}. Are You using Luck Perms or PermssionEx?

You just need to op yourself, if you’re the owner of the server. That can be done just by typing “op username” on the console, replacing username with your username. (A guide can be found here). Now if you need to set up permissions that’s a completely different ballpark as we would need to know which plugin you were using.
