every time i try to buy credit it says me that i cant in french (i am from qcb) here is the message: 

Le marchand ne peut pas accepter de paiements PayPal pour l'instant. Veuillez réessayer ultérieurement ou retourner sur le site du marchand et choisir un autre mode de paiement.
