question 0 tick farms don't work

So I've had few 0 tick cactus/bamboo farms on my minehut server. They were working fine until last update (1.10.2019). I couldn't find any info related to this so I just want to know if there is something wrong with me and my farms or 0 tick farms are disabled from now on.

0 tick farms were patched (fixed, as they were classed as a bug) in a paper spigot build (what Minehut uses), and due to this they wont work.

Are the devs pretending to add an option on the control panel to enable 0 tick farms?

Minehut changed to Paper. Paper recently added a fix to zero tick farms which can be disabled in paper.yml. However minehut has not given us permission to edit the paper.yml file.

I was also told to change a setting in paper.yml but Same as u guys the file is one of the few locked ones that cannot be opened by us.

You are unable to edit this file for security reasons.

Paper released a fix for 0-tick-farms, and so they wont work.

would there be anyway a mod could open That file to change that one setting?
