Non OP players cant use anvils or mine them.. HELP ME!

Players who aren't op are able to place anvils but cannot open or mine them.  I don't believe that any of the 11 or 12 plugins I have are messing with them but I will provide a list of what I have installed.  I'm trying to resolve the issue as fast as possible but I have no clue where to start.   PLEEEAAASSSEE HEEEELLLPPP MEEEE!!!

No there thousands of blocks away, it only happens when on there claims if they remove there claim everything works fine

This seems to be a problem with "Villages" as I have seen other reports of similar issues with this plugin. I will be bringing it up to one of the developers to see if it can get fixed.
