Non OP players cant use or break brewing stands on there claim (villages plugin used for land claim). I need help figuring it out.

Players who aren't op are able to place anvils but cannot open or mine them. I don't believe that any of the 11 or 12 plugins I have are messing with them but I will provide a list of what I have installed. I'm trying to resolve the issue as fast as possible but I have no clue where to start. PLEEEAAASSSEE HEEEELLLPPP MEEEE!!! Plugins: -Clear Lag -EssentialsX -MultiVerse -PermissionsX -QuickShop -ShopKeepers -Skript (Which only used to set the world spawn) -Vault -Villages -Wilderness-TP -WorldGuard

I want to give all players who join access to commands like /sethome, /kit and /village (villages plugin) and I have absolutely no clue how to do this. Note: I'm using pex not lp.

I just set up a starter kit on my server but the players don't have access to it, I'm not sure how to go about setting it up so they can use it, so I came here. Also, I'm not using lp but I do have pex installed.

I'm trying to make all players spawn on the same block when they join the game. /setworldspawn doesnt work because you still spawn a little ways away. I can't seem to find anything on the internet to help me and I've been searching forever. PLEEAASE HELLPP MMEEE!
