1) Please use code blocks
2) formatNumber was never defined (not everyone has one)
3) You don't need to loop to fill the slots
4) You should atleast add a comment that says insert your variables here.

There are something called default arguments which you can use instead of having that first if else statement.

command /starts <offline player=%player%>
  	trigger:
  		set {_p} to arg-1

This makes it that if arg-1 is not set, it will automatically be set to the player running the command.
