Does it say anything when you try and talk in chat? The only plugins that I think may be the cause is SuperVanish and UltimateModeration. Not 100% sure tho. UltimateModeration could be canceling chat event cause the chat may be muted with it or some other sort of feature. And try checking if you are in vanish. Not sure if it lets vanished people talk in chat.
