Is there a way to hide commands so they don't show up for everyone in the sever? For example, If someone switched their gamemode is it possible for it to not show up in chat so only the person who did the command can see it?

Is there a way to give players power without giving them OP where they can change the weather and time of day, but nothing that could allow them to cheat like switching to creative mode?

install a group management plugin, individually add permissions to users

find permission nodes and commands via the plugins guide
