Xp seems broken

My server is, as far as I know, normal vanilla Minecraft with no plugins whatsoever, but the game seems to have nerfed enchanting and the Experience system compared to other servers and singleplayer worlds. Are there any edits default to a Minehut server that might affect this?

Minehut servers runs on this thing called Paper Spigot. It changes some aspects of the game such as fixing some bugs and other things. It also sometimes does other things. Like before, it caused issues with villager breeding but it should have been fixed. This may just be other thing to it. But I am absolutely not sure Paper is the cause.
