Limiting Commands in a area

I know I made a post like 5 mins ago, but this is a different question,

How would you limit certain commands within an area, Like let's say im using multiverse to make different gamemodes on the same server. If i downloaded a KitPvP plugin, I shouldn't be able to use it on a survival gamemode. I hope this makes sense, if not please tell me.

I'm not sure if this is possible with Multiverse. You can do this with skript (has it's own category in this forum).
