No access : EnderChest, Enchanting Table etc...

I was wondering with why do we can't modify the server.properties on the panel ? cuz i'm working on a server from a friend and players may not be able to open enderchests, enchanting tables and so on. This problem comes from the file that i need to modify for making it working.

This is because there are certain things in that file that a user shouldn't be able to edit, for example the amount of player slots. Most things someone may want to edit is found in the server properties tab on the side of the panel.
