i need Help with skript urgently

I need help with my gen server basically people would break a block and it would ssay you cant break this but in the spilt second they open like a chest threw a wall and steal stuff so basically people place a respawn breacon and then they tp in and raid there base 

So i need a block break delay for 0.5 seconds so after they break a block they cant break another for 0.5 seconds

its urgent my server is now offline and people are wating can someone help

this is probably very late
and you don't need this but

 

on block break:
  set {blockbreak.%player's uuid%} to false
  wait 0.5 seconds
  set {blockbreak.%player's uuid%} to true
on block break:
  if {blockbreak.%player's uuid%} is false:
    cancel event

this should work. maybe.
