No hostile mobs spawning

My friends and I just started a survival server 3 days ago after we did mostly creative. We put the difficulty on normal because we wanted hostile mobs to spawn but after a little we noticed no zombies or any other night creature would come out during the night. We tried fixing a couple of settings to get hostile mobs to spawn but nothing has been working. We did the /gamerule mob spawning thing but that did not work as well. We have bosses such as the ender dragon and the mother guardian spawning and some drowned in the ocean but no other hostile mobs are spawning. Does anyone have any other settings they know of to get mobs to spawn? Spawn eggs also do not work. Thank you

Check if You have world-guard mob spawning allow set, and minehut setting has the same thing.
