Difficulty glitch in the nether

Hello, I've recently made a world on peacful by accident. I quickly chenged it to normal, but the nether doesn't work.
Hoglins don't attack us, Piglins don't attack us despite the lack of gold armor, ghasts, blazes and wither skeletons don't spawn.
I think the difficulty in the nether did not change. How do I fix this?
