Issues with the permissions.yml file on Minecraft Java 1.14.1

Hi, I'm having issues with the permissions.yml on Java 1.14.4.

Any help would be appreciated. I've searched many ways on how to right the permissions into the file. I tried in a Notepad++ using [Tab] to separate the lines, see the example. 

Ex:

group:

          group1:

 

But this came with an error indicating that the [Tab] couldn't be used. 

Also is there a way to set the permissions and create groups via the in-game CLI/chat?

I'm not using any permissions plugin at the moment. Is that a necessary component?

I have just installed UltimatePerms to attempt to use that. I'm keeping a copy of the original if someone figures out my issue.

It just makes the whole process much easier
