Server Player Limit

I know the cap is 10 people, but is that for people registered on the server or just players online? For example, 13 of my friends want to join my server. If 10 are online, and two log off, can two others take their spot and log on, thus creating a rotation style?

The 10 player cap is that only 10 players can be on your server at the same time. So you can rotate players like that if you want. Also if you vote for 1 month, you can get enough credits for MH20 which will give your server 20 player slots so the server will have enough slots for all your friends.
