I can't disable PvP on my server

For some reason whenever I try disabling pvp off my server it won't work. I try disabling it, saving the change and restarting the server, I've even tried stopping and starting the server to no affect. Every time the server boots back up pvp is still enabled. If there's anyway I can fix this it'd be much appreciated if you let me know. Thanks

try using worldguard or skript and use the necessary commands, make sure to /save-all
