how to whitelist

i want only me and my friends to play but people who i dont know keep joining and i cant turn on whitelist what do i do

Just do /whitelist on then /whitelist add <player>. Then just add you and your friends to the whitelist and only they can join.

i dont have perms to do /whitelist on

In the server console, type /op <player>. You can find the console in the appearance tab on the panel. It should say "Server Commands by it. There just type that command. You should then be able to do the whitelist command in game.
