Server stuck in Hibernating Loop

Hi, i have a tiny server for me and my brother and have had no issues so far but after shutting it down and coming back, its stuck in a loop.  I watch the little video and click continue but nothing comes out of it.   I've read that too may plug ins can cause this and i have I think 5.   I would remove them but it won't let me edit it till its starts so I'm stuck.  If anybody or staff can help that would be the best.  Thank you
