Mobs not spawning properly on my server

I got this very weird bug which i cannot seem to fix. Mobs are barely spawning, the server is in normal mode, mobspawning is true, and view distance is 10. It started when we updated to 1.14.3. Anyone else who has the same problem or knows how to fix it?

I'm unsure, but there's a small chance you may have a repeating command block with /butcher? Otherwise, I'm not sure. You should ask some more talented people to help you fix this problem, which is not me.
