Stacked villager discounts not working and "fix-curing-zombie-villager-discount-exploit" is not there

The server is Paper 1.19.4, and the solution I've seen from other forum posts is to change the setting in the "paper-world-defaults.yml" file (which I think is the right place because that is what section it says here: https://docs.papermc.io/paper/reference/world-configuration#fix-curing-zombie-villager-discount-exploit). I also checked the other folder "paper-global" and it did not seem to be there either. If anybody can help me out, it would be greatly appreciated.

Are you sure you thoroughly looked through the file? It’s easy to miss.

it is not working in HM. any other recommendations how to make it to work  ?
