set cooldowns

I have a skript that shoots a number of arrows when you right click with a bow
how do you set a cooldown for this so you can only use it every 4 seconds?

on right click holding bow:
    name of tool is "Ultimate Bow":
        loop 1 times:
            shoot arrow at speed 2.5
            set metadata value "Damage" of event-projectile to "5"
            wait 2 ticks
