Hey, if you have EssentialsX, you can do the following to enable unsafe enchantments:

-> Go to the Dashboard, and click on File Manager tab of your server.

-> Then go to /plugins/Essentials/ folder.

-> Once you are in it, click on config.yml and let it open.

-> Look for the following option in the file you just opened:

-> Change this option to true.

-> Click on Save, go back in-game and type the command /ess reload.

-> Now hold your tool, and enchant it (with /enchant) with as many tiers as you want.

 

P.S. In-case you don't have EssentialsX installed, you can install this by going into Plugins tab of your server, typing in "Essentials", installing the plugin, and then Restarting your server.
