Can't change difficulty anywhere else other than overworld

if I try to change the difficulty anywhere other than the overworld it doesn't let me change it. It does let me change it in the overworld, but not in the end or nether, even though I am server operator. Me and my friend were wanting to make an enderman farm and also kill the wither soon but we are unable to do that since it is stuck in peaceful in the nether and end. The server is in 1.16.5

You can try changing the difficulty through the minehut panel (https://minehut.com/dashboard). Start your server, click the "Edit Server" button, go to the "Settings" section, scroll down, change the difficulty and click "Save". Then restart your server

Doing that didn't even change the difficulty in the overworld either
