If I try to change the difficulty in the nether or end it changes the difficulty in the overworld instead.

Doing that didn't even change the difficulty in the overworld either -
if I try to change the difficulty anywhere other than the overworld it doesn't let me change it. It does let me change it in the overworld, but not in the end or nether, even though I am server operator. Me and my friend were wanting to make an enderman farm and also kill the wither soon but we are unable to do that since it is stuck in peaceful in the nether and end. The server is in 1.16.5 d
