Potion Effect With Variables

I want to set a potion effect like this

apply potion of blindness of tier 1 to the player for {is.time} minutes

but with the variable (which is just a number) it dosent work, yet when i replace it with a number it works... any idea on how to fix this?

can you send me how the variable is set at it should be time spam so

 

set {_example} to 10 minutes
apply potion of blindness of tier 3 to player for {_example}
