Texture pack for server(and how to give players perms)

I used google drive to get my texture pack link, and put it into my server, but it didn't work. Can anyone help? Also, how do you give players access to using mvportals or sign portals? Or seeing npc text when you get close to them? Because I made a minecraft build animaton, but when I deoped myself it said I didn't have perms for the command, meaning it is the player doing the animaton command not the npc.

For the texture pack link, try using dropbox and change the 0 at the end of the link to a 1. 

Also to be able to give non opped players permission to do stuff from plugins, you need a permission plugin such as LuckPerms or Permissions Ex. There are many online tutorials you can use to see how to use them. There are some in the Community FAQ section that you can look at.

No. Its free. You get limited storage for free. Thats what I use.

Oh, okay thanks, because All I had to do was disband my team which only has me anyways.
