How to upload a world with only region files.

I have a private server with my friends, and I want to upload a custom map (https://earth.motfe.net/2019/01/02/downloads/) but the world zip file mostly consists of region files, none of which are added to the server, even when the it is fully uploaded.

I'm not too sure if it's possible to create a world with just the region files since I'm not too experienced in this, however if you can create a single player world then replace the region files in your saves folder with the downloaded files and it works in single player, you can zip it and upload it to minehut. You should probably start there if you're still looking to upload it.
