Mob's wont spawn

I can spawn passive mobs no problem but no hostile mobs will spawn, with either /summon or spawn eggs, as well the game doesn't recognize that a spawner is an item I can get. I have already looked through all of my plugins and changed the gamemode as well as did /gamerule doMobspawning true

On dashboard make sure that mob spawning is turned on. It can be found at Dashboard > mob spawning > and make sure the button is on. also if you have world guard make sure the region allows mob spawning. /rg flags RgNameHere  < look for mob spawning and enable it.
