Troubles with /summon

So I can summon tile entities like armor stand but I cannot summon hostile and friendly mobs, ive checked my server properties and minecraft's gamerules, they should be able to spawn, I even went over essentials config but no luck. I cant even use mob eggs. Is my world glitched? Should I just download the map and reset the server? Or is there a fix for this that I haven't thought of yet?

Is your difficulty peaceful?

Sounds like your world type is peaceful. You can change this by /difficulty easy.
