Is there a reason for it being lowered? Is it going to be lowered further?

How would I go about increasing this time limit?

I'm told that the 8 hour time limit is reset at 1am PST. For my local time that is 9am. I opened my server at 9:40am and was notified that I had only 30 minuets remaining at 11:30 with the server closing at 12. That doesn't seem to be the full allotted 8 hours I should be getting. What's going on?
