1. The download on Spigot is via an external website, which is not moderated by Spigot.

I do not think that Minehut will end up adding this because the download is via an external site on bukkit.org, rather than being a direct download in bukkit.org, approved by the moderators at bukkit.org.

I believe that Minehut will not do this for reasons, such as security and not having plugins that could ruin Minehut. Instead of asking for access to the plugin folder, ask for the specific plugins that you want to be added.
