You could use the plugins ProtocolSupport or ViaVersion. These won't change your server version but will allow players to join on older versions. If you want to use ViaVersion then you will need these three plugins:

ViaVersion - Base Plugin
ViaBackwards - 1.9+ Support
ViaRewind - 1.8-1.8.8 Support
