Adding on to above ^ you need to use percentages to call the argument. For instance %arg 1%. 
Additionally, I would recommend using TuSKe GUIs because they are more stable and efficient.

In the Skript, the reports aren't logged meaning that you cannot see previously made reports

To prevent this from happening in the future, I would suggest downloading a grief protection plugin like WorldGuard which will prevent certain players from modifying your world in certain regions. If you need help with setting this up then I would strongly suggest this tutorial.

Additionally, if you don't want any players on your server all together, I would suggest whitelisting your server by running the command /whitelist on, and if you do need permissions to ban players for future reference then you can do the command op <yourIgn> in the console which will give you every permission on your server.

If you have any evidence of the player griefing your server without your consent then I would recommend filing a player report.

To setup ranks for members in your club, you need to go into the Members section and then edit the member of your choice, you can them make them a leader, a moderator or a normal member, depending on the rank that they currently have, as seen in this screenshot 

If you are referring to Custom Ranks, I regret to inform you that you cannot have custom ranks in your club.

Firstly, to fix the issues with the permissions, you will need to install a permission plugin. I recommend LuckPerms, but it is your choice.

Secondly, to make a region with no PvP, you will need to install WorldGuard and WorldEdit.

Check your logs to see if there are any errors that are causing this. You can check your logs in the File Manager.

[Server crashing]

Try removing Jobs Reborn and see if that fixes it. If not, then try removing Essentials too. If the issue still persists then check over your logs to see if there are any issues.

Unfortunately, you are unable to upload Plugins that are not on the Plugin list.
