my velocity (proxy) (stable) server just says "an unknown error occurred" when I try to start it

I just reset my server and put it on velocity (proxy) (stable) and when I join it comes up with an error message (ill put it on the attachments) or it will say when I press start on minehut website it says "an unknown error occurred" and says in console "unable to read/load/save your velocity.toml, the server will shut down." it works when i set it to paper but me and my friend are making a network so we need velocity (proxy) (stable) for it to work.

Use velocity unstable.

it didnt work i changed it to unstable and when i click start it still says "An Unknown error occurred"

and now there isnt anything in console.

This happend to me. I installed a new server.yml from Paper/Papur and then just removed the old one and installed the new one. Then I just restarted the server and fixed all the plugins to the latest version.
