Downloads not workings and not showing when /plugins is issues

As you can see below it is in my file manager but when I go to do /plugins it doesn't appear and the plugin also doesn't work and isn't a supported type of document when i go to open/edit it, if you could tell me why this is happening it would be greatly appreciated!

Try:  restarting your server -> reloading your file manager -> uploading your plugin -> then restarting your server before opening your plugin folder.
