Item drop inside block

hello

 

i am trying to make a skript where you can right click a specific block (tinted glass at specific cords) and it will drop a gravel inside the glass.

when i try this the item flies out of the glass event when it is dropped without velocity.

I also need the item to not be able to be picked up

any way you guys could help me with this?

skript:

on right click on tinted glass:
	if location of event-block is location(-163.5, 121.5, -116.5):
		if player's tool is gravel:
			cancel event
			drop 1 gravel at event-location without velocity
