how can i make it so that it gives me the block I mine without it dropping

kind of like Hypixel Skyblock's telekenisis enchant, except I don't want it as an enchant i just want it globally on my server.

is this possible?

    cancel drops
    set {_drops::*} to drops of event-block using player's tool
    give {_drops::*} to player
