spawn not working

ok so im trying to build a new genpvp server. i typed /spawnpoint @a and /setworldspawn on a specific block. (glowstone) But whenever someone joins the game for the first time, they spawn at the original worldspawn. i need to keep tping them to me or do the /setworldspawn again. is there something im doing wrong?

alright so if your role is currently owner move yourself into default role and then go to the spawn point you would like and do /setspawn (Do not deop yourself)

Yes i am owner. What is "default role?"(is it creative,survival adventure etc?) Also what happens if i doep myself? Also isn't it /setworldspawn and /spawnpoint
