Villager Prices not going down after curing once [no plugins]

Title explains it all. The server has no plugins and villager prices aren't going down after a cure.

I know is a "bug fix" in paper, but even after changing the fix-curing-zombie-villager-discount-exploit to false, it still isn't working.

This is my current setup: move out of vision from the zombie, so it will zombify the villager. Then I will cure WITHOUT killing the zombie 

During curing, I will be in the zombie's line of sight [so that it will be focused on me, rather than the villagers] to prevent the villagers from getting zombified right after they are done curing. However, the cartographer trades aren't going below 5 glass panes, so what gives?

Hi, sorry for the late reply lol

I tried googling and the only thing that came up was just changing the yml file.

I'm pretty sure the setup isn't the problem either so I'm just wondering what went wrong.
