How do I change the difficulty on my Server?

Hello. I want to change the difficulty on my Server, but it doesn't work. I watched the Video that explains how to do it and I did it. It didn't work. My Server is now Stuck at Peaceful. Any advice? I do not have Plugins that are overwriting the difficulty.

If you have Multiverse Core, this will overwrite it. You’ll have to change it in your file manager > plugins > Multiverse > worlds
