Villagers not breeding

I started a minehut server with some friends and we are having trouble with breeding villagers. I looked it up and found someone said that mobgriefing needed to be set to true. After doing this the problem was still happening. This leads me to believe it’s a problem with the plugins. I have essential, world edit, world guard, essentials chat, citizens, vault, economy guishop, sleep better, and crazy enchants. If anyone knows the solution to this problem please let me know, thank you!

I don't think there is any issues with your plugins or your server, you have to leave the villagers alone for 20-30 minutes and they should breed. If this doesn't work, please tell me.
