There is a plugin called CoreProtect will allow you to do that to an extent, but you should be very careful about who is allowed to build and break on your server. If it's a small group of people, you can turn on the whitelist using "/whitelist on" and add your friends and yourself using "/whitelist add <player>" Alternatively, Worldguard allows you to set up unbreakable and un-grief-able regions which may be helpful should you want that.
