It won't change the difficulty!

I tried and tried every single possible thing but everything wouldn't work for me, the difficulty wouldn't change. Does anyone know why this is happening because if i have to restart my server I am going to so mad because me and my friend put so many hours into it.

If the /difficulty command doesn't work, you could always try to change the difficulty via the panel.

Go to Settings within your panel, and look for this:

You can then change the difficulty to whatever you'd like, save it, and then stop + start your server so the changes go into effect.

For me it still doesn't work and whenever I try to do commands it says I'm not an administrator except I made the server and it is just a small 10 person player server that I made.

That's because you are not an operator on your server. Go to your server panel's "Appearance" section and write "op (your username)" in the text box to give you access to these commands.
